Parser & Library Elaborator

This is a
library parser with support for most of the constructs.
Some of the older data (i.e., piece wise linear delay
models) are not supported.
The
library elaborator annotates database with appropriate information
given the parsed data stored in internal representation.
The reason to separate these two components is to
separate actual format (.lib, ALF, TLF, etc.) from
the task of processing
and annotating the library data onto the database.
Both the parser and elaborator can be re-targetted for a
different database fairly easily.
